What do you mean by "pay the Louisiana taxes out my pocket to get my taxes?" That does not make sense. If you OWE state tax you are are not getting a state refund.
If you are asking if you need to pay your Louisiana tax due in order to get your federal refund, the IRS is not paying any attention whatsoever to whether you are paying your state tax due right now. There are a lot of delays for federal refunds so many people are waiting for federal refunds. Owing state tax is not delaying your federal refund.
Your state tax due cannot be paid from your federal refund. So.....you do have to pay Louisiana yourself.
You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.
