I live in Maryland and have W-2 and 1099 in Maryland. If I have 1099 income from Delaware, do I need to answer "Yes" or "No" to the question "Did you make money in any other states"?

What sort of 1099?
1099-MISC
You would answer "Yes" and select DE from the list of states. This will generate a nonresident DE return.
You will enter the form 1099-MISC in the federal "Wages & Income" section using the "Other Common Income" topic list to find the 1099-Misc topic. Then work the DE state interview before working your resident state.
You will allocate only the DE source income to DE. Take note of the income taxed and the tax liability for DE; that information will be used to claim a credit for taxes paid to another state in the "Credits" section in your resident MD state interview.
