why is it that im a non resident and paid in taxes to state of delaware and i still owe state of delaware taxes

As s non-resident, you worked there so taxes are due ; however whatever the tax liability is will be a credit in the state where you live

Ps don’t confuse tax liability with “I owe” - it’s two different things

If you owe tax to Delaware even after considering your withholding, you most likely didn't have enough tax withheld from your pay.
