Declared eligible for Medi-Cal by Covered California but never got the card/1095B in mail. Never used medical services in whole 2021. Do i claim I have health insurance?

Have eligibility confirmation letter online from Covered California. Never needed to see a doctor hence never applied for Medi-Cal card or contact social services. Do i claim I had medical insurance all year?

If you did not apply and actually receive for the Medi-Cal, you cannot say that you had health insurance during the year.

Even if I have a letter from Covered California showing Medi-Cal eligibility and it says use this letter for medical services until you get the card in mail?
