My daughter is a full time out of state college student in PA. Her permanent residence outside of the school year is NY. In 2024 she had 3 different part time jobs, one in MD, one in NY and one in PA. Would she have to file a state return for each state separately, and does she combine her total income from all states in each application? She's only filing to get a refund of the State taxes taken out. She will be claimed as a dependent on her parents return.

Correct. She will file the federal tax return, marking herself as a dependent, and will file 3 separate states to claim a possible refund at the state level. Under the federal section, when she starts to enter her different W-2 and enter the corresponding state sections, it will trigger TurboTax to remind you to complete those states at the end.
TurboTax says: "To ensure accurate calculations, always complete the nonresident return first if filing in multiple states because your resident state might give you a credit for any taxes paid in that situation."
