Is that we have 60 days to reply to IRS on the above 2 notices which is not mentioned in both notices ?

The IRS uses the date of mailing on the envelope but prefers to have it. See Understanding your CP13 Notice | Internal Revenue Service & Understanding Your CP54B Notice | Internal Revenue Service.
The CP 54B is telling you that there is a discrepancy between the Social Security Administration and what you filed with the IRS. You may want to Contact Social Security | SSA. You will need to mail documents to the IRS once you determine if your information is wrong in the system with SSA.
The CP13 simply says nothing owed and nothing due. You may disagree with that. I am guessing it is based on the mismatch with SSA.
In addition, there may be a fax number on the notices. Sometimes you can send a fax from your phone.

There is nothing to respond to with the IRS ... you have an issue with SS. Read the info in the IRS links provided for your exact steps you need to take.

As @Critter-3 said previously, the IRS is not requesting a response from you. The notices you received are informational. But you should follow up with the Social Security Administration as @AmyC noted.
In general, if the IRS provides a response date, you must postmark your response by that date. It is better to mail well before that date, especially when mailing from outside the USA.
