I got married in 2019 and have not yet filed my 2019 return, I planned on filing today as "married filing jointly". However, I checked my bank account and saw that the IRS already sent me the $1200 under my 2018 return when I filed as "single". When I complete my 2019 will my husband then get his $1200? He is a full time student and last year was claimed as a dependent under his parents. They have already filed their 2019 return without him, and so the IRS will use 2019 to determine how much money they will receive.
Technically as of now he falls nowhere.
Are we simply just out of luck?

Your husband can go to Enter Payment Information to enter his bank account information for his Stimulus Payment.
If you husband does not receive he payment, on your 2020 taxes you will be able to reconcile the amounts between what should have received and what you received and receive the remainder of the Stimulus payment.
Presently, the IRS has not set up a process to request the additional entitled payment amount this year

The IRS website states:
"Who should use Non-Filers: Enter Payment Info to provide additional information to receive the Economic Impact Payment?
Eligible U.S. citizens or permanent residents who:
He doesn't fall into either of those categories.
No, he is not a non-filer.
Better you file the joint return ASAP and please e-file it.
You can also see if the new IRS Get My Payment service can help your situation.
My guess is that he won't be in the system until you file.

That was my plan. I figured I would file, give 24 hours for my return to be accepted and then another 24 to check if hes in the "get my payment" system.
