My wife worked as a contractor and received a W2 for 2019, not a 1099. Is she eligible to take the self-employed deductions for additional expenses like moving to take that position or education or subscriptions?

no she can't since she got a w-2. we can't answer the question as to whether the w-2 was proper or she should have gotten a 1099
see this link and you can look at the criteria - employee vs independent contractor
if after looking, you conclude she should be an IC, contact the her "employer" to see if they will correct
you can file form ss-8 with the IRS to make a determination.
