Cannot save to PDF

I finished my 2024 Federal & State tax returns and Turbo Tax did the error check and their were no errors in my returns. When I try to save the returns as a PDF, a box pops up that shows the returns I want to save but there is a message: "Your California return (s) is currently unavailable to view, print or download because some of the forms haven't been finalized yet." How can this be when the review process states that there are no errors and my returns are ready to be e-filed? I have Adobe Acrobat Reader DC installed.

How does the "disclaimer" statement apply to can't save a TT file to pdf? I have that trouble. I was able to save the Federal return to pdf, but not the state. It is Middle of March and forms should be updated, etc. But I can't save a state file... 😡
