Do you have the software installed for the relevant tax year?  i.e., if it's a 2020 return, you need the 2020 software to open a *.tax2020 data file.

You can also download the PDF file which you can view/print  without a TurboTax program, by viewing it either with your browser or a PDF reader such as Adobe.

By the way, you didn't say why you needed the *.tax file.  If you need to amend a return that was prepared online, there is free amend software that TurboTax provides to open the file and prepare an amended return.
