Since the programmer chose not to add a SCROLLing option on his screens, I figured out a way to get through this and purchase my State Tax Return.  On the State Billing Address screen, after entering the telephone number, hit the TAB button 4 times and press ENTER.  This will get you to the USPS screen.  Click on the correct answer and then Hit the Tab key 2 times and then ENTER.  There is a CONTINUE option on the next screen.   On the Credit Card billing screen, when completed, hit the TAB button 5 times and then ENTER.  The next screen is a review of your credit card information.  Hit the TAB 3 times to download the State Tax return if the information is correct..  This is for one State Tax return.  I don't know if it changes for situations when you order more than one State.
