Of course she can. She only needs to indicate on her tax return that she can be claimed as a dependent.

Yes, your daughter can file a return as a tax dependent so that she can receive a refund of taxes withheld but she will not be able to claim certain deductions/credits.
Be sure that on your daughter's return that she indicates that she can be claimed as a dependent on someone else’s return.
