Can I pay Turbotax, file federal and state taxes, but pay my federal tax on or before the filing deadline?

Yes.

Both the filing and payment date have been extended to May 17.

Sure, just select either you want to pay by mail with a payment voucher or that you want to pay by direct debit from your bank account and select the date of payment.
