Box 18 local wages cannot be less than local witholding.. but box 18 is empty... what should i enter

If there is no local income taxes withheld in box 19 then leave boxes 18, 19 and 20 blank (empty) on the W-2.

You will have to find out what your local wages are and enter that amount in box 18 if you have taxes withheld listed in box 19 . It may be the total of your wages if you worked in one municipality for the whole year.
