If you can prepare form 8606 yourself, the IRS does not charge a fee.  It sounds like you need to contact HRB customer support or escalate your issue to a more senior level with them.  If you provided accurate information that would have called for the form, they should have included it with your tax return and should not charge you extra to prepare it now. If you failed to provide them with accurate information, they probably have a right to charge you now, and proving that one way or the other would be the sticking point.
