To clarify, did you file as a resident or non-resident in 2020 or this year?
Since he did not have a valid Social Security number before the due date of the 2020 tax return, May 17, 2021, or if an extension was filed, October 15, 2021, then he is not eligible for either EIP1 or EIP2.

Since it was not issued he did not have SSN before those dates so he is not eligible.
