click forms in the top left and its easier to understand.  They're asking if you ever been denied the Earned income tax credit for federal or state.

But, does that mean you filed for EIC and were disqualified, or just that you knew you didn't qualify so you didn't try to get the benefit?

so how do I know which one to pick: like in which case would I pick yes and in which case would I pick no

If you received a letter from the IRS telling you that you were disqualified for the EITC, then you choose yes. If not, choose no.  If you are not sure if you were disallowed for EIC, you can call the IRS RS at 1-800-829-1040 to find out.
