In the 1099-NEC form, I have “PAYER’S TIN.” In TurboTax, it asks for the “Employer Identification Number (EIN).” Are these the same thing?
My second question is: TurboTax also asks for the business address. On my 1099-NEC form, I see “PAYER’S name, street address, city or town, state or province, country, ZIP or foreign postal code, and telephone number.” Should I enter the payer’s address listed on the 1099-NEC, or should I enter my home address?

Yes, it’s the EIN. Enter payer’s address.
TurboTax does not ask about "Nonemployee compensation," which is on my 1099-NEC form. Then, where should I enter my income?
That is considered self employment income reported on Schedule C.
What do you mean by "reported on Schedule C"? Tell me what I need to do in turboTax
