1099-INT (from Ally Bank) Box 15, Box 16 are empty and Box 17 is 0.00

I imported 1099-INT directly from Ally Bank, and noticed that Turbotax misplaced the amount on Box 17 (0.00) to Box 16. I cleared Box 16 and put 0.00 back on Box 17, then I got an error message that said I have to select a state or remove the $0.00 value in Box 17, is it a correct move to remove 0.00 on Box 17?

Yes, you can remove the $0 and leave it blank on the 1099-INT input area.
