The "new address" question refers to where you are living at right now. Enter your current mailing address where the IRS can reach you if they need to send you correspondence.

The "is this your first time filing" question refers to your tax year 2017 tax return (the one you must file by 4/17/18). Did you file a tax return last year (i.e., tax year 2016 that was due by 4/18/17)? If you did file a return last year, then this year is NOT your first time to file.
