This is my first year with TT (Premier 2024 version). I have created my return and entered all information and see that I have an underpayment penalty. My 2023 return was done by a CPA and I applied 100+% of my 2023 tax to my 2024 estimated tax from a portion of my refund. Since I have paid the 100% of 2023 tax, I should not be penalized (I am under the 150K threshold) so how do I correct TurboTax to understand my 2023 tax situation?

Next page scroll down to 2023 Refund Applied to 2024
Click Start or Update by the tax you applied
UNDERPAYMENT PENALTY
You might be able to eliminate it or at least reduce it. You can go to Federal Taxes tab or Personal tab, under Other Tax Situations and select Start by the Underpayment Penalties. You will answer a series of questions that may reduce or eliminate the penalty. Or you can elect to have the IRS figure the penalty for you. It's form 2210.

If you have the desktop program you can switch to Forms Mode (click forms in the upper right (left for Mac)) and open the 2210 form. If the 2210 doesn't show up in the left column, click on Open Forms at the top of the left column. Type 2210 in the search box and open the 2210 form. Check box C to let the IRS calculate it.

I checked your instructions and I had entered the amount in the correct location of the Deductions & Credits.
The step I missed / did not know where to look was the 2nd set of instructions. Once I followed the steps and answered the correct questions, the system re-calculated and removed my penalty so all looks well now.
