I entered the US three and a half years ago (2019) on F1 (student visa) status. In January 2023, I became a permanent resident. I've filed my taxes in the past three years as a non-resident alien. Can I refile the last three years as a resident alien to get more returns?

No, you cannot amend prior year returns to change your status from non-resident to resident if you did not meet the qualifications to be a resident in those years.
You residency is determined by what happened in each particular year.
