Overpayment of state taxes

I'm being asked if I want to apply my state tax overpayment to next year, is this common? Is there a way to see if this is what I did last year?

Yes when you get an overpayment, which is your refund amount, you will be asked if you want to apply it to your next years taxes.  If you want to receive your full refund this year,  you want to say that you do not want to apply the refund so that you will receive your full tax refund this year.
