I was charged for Federal Deluxe when I should not have been. If you review the file, I filed a 1040SR only - with a 1099 R - which should have been covered as part of the "Basic" (free) federal filing service. I also filed for state and understand that I needed to pay for that. However, again, I was charged for Federal Deluxe. I did not recognize that this happened until the payment for services was completed. Now your customer service rep tells me that it is your "policy" not to refund payments for online services once they have been processed. I fail to understand why you are refusing to refund the overcharge. Please verify if in fact I can expect NOT to be refunded the charge resulting from YOUR error.

A big full page screen came up and asked you to upgrade to Deluxe. You had the choice of upgrading or not continuing in TurboTax. It was not the 1099-R that caused the upgrade and it was not a TurboTax error. Something else caused the upgrade choice and you or the person doing your return accepted the upgrade. There are no refunds for online TurboTax.
Filing a 1099 R is not included. Deluxe is required.
@ee-ea Of course you can file a 1099R in the Free Edition. And if the user used the 1040SR they were over 65 so no early withdrawal penalty.
