If you work 2 jobs but one job you made less than 7000 dollars do you have to file both w2?

YOu are required to report all income received from all sources in a tax year, on one tax return. So if you have 2 W-2's, regardless of the amount you will enter both W-2's into the program.

Of course.  You can not pick and choose.  The IRS gets copies of all your W2s from your employers and will match them to your return.  And 7,000 is not a small amount.  You must report all your income no matter how small.  Even $1 of bank interest you don't get a 1099 for.
