Nys family tax credit was denied.

I claimed the Family tax relief credit for NYS but was denied it. Instead was given the lower credit of NY school tax credit. Base on the rules; No NYS tax representative could give me a reason for being denied the higher credit. How do I resolve this?

Do you meet all the requirements shown on page 2 here?

Yes. I did. NYS rep. To date is unable to give a legal reason. Instead give me a lesser credit of school tax credit.

Write a letter to NYS, quoting hat you were told, and ask for the credit.

I already did that and several nys tax representative confirmed that i am eligible. It was forward to the resolution department but they themselves are still trying to comprehend why?
