Not Eligible for E-filing when Total Income and AGI Zero

Greetings, I would like to understand why I cannot e-file when Total Income and AGI are zero.  Other than SSI there is no other income.  Also why does Turbo Tax call this an error.

A tax return with no taxable income cannot be e-filed.

If the Social Security benefits are the Only income to be reported on the tax return, then there is no reason or need to file a tax return.
