I'm entering taxes for an Illinois resident that had income in Oklahoma. The Oklahoma income had state taxes withheld, but I cannot find where to enter those withholdings in TurboTax

The Oklahoma withholding is on your W2. You do not need to enter it. TurboTax will apply it to your nonresident Oklahoma tax return.
This is not W2 income. This was royalty income from an oil lease. The management company made some state tax withholding. The royalty income and associated items like production taxes and the withholding have to be entered manually. There isn't information that is available to be downloaded automatically.
I just cannot find a place to enter those withholdings.
In the federal interview use the "Rental, Royalty" topic to enter the Royalty. As part of the 1099-Misc in that Royalty interview area, you will click the box that says "my form has more boxes". That will present the option to enter the OK state income and taxes withheld for the royalty.
You should be able to enter all the royalty information there.
