I downloaded 2015 turbotax but can I still efile

No, you can only e-file the current year's tax return. Also, TurboTax Online is only for current year returns. For a 2015 tax return you would need to use  the TurboTax CD/Download software,here is the link Past Year's Taxes. 

You can choose the software that best meets your tax needs. Please be advised that you would have to file the 2015 return by mail.
