Did I set up in Turbo Tax with the IRS automatic estimated tax withdrawal for 2019?

No...sometimes you can create the 2019 1040ES forms, adn print them, but you cannot actually arrange to pay when you e-file.

You either pay by check, or use the IRS site to arrange the direct debits for 2019 Federal estimates.
