No option to use refund to pay 1099-r tax?

I have a 1099-r for my company closing out 401k. I put everything in and it said I would owe $74. When I get all the way to the end, just before I hit the final button to submit my taxes, I realize that it never took out for the $74. It never even gave me the option. When I look at what I am paying for, it just shows the basic turbo tax fee and the e-file fee and then how much I'm getting back after that. Have I missed something? Did I go wrong somewhere? If it doesn't take out for it, how would I go about paying that $74?

I assume the $74 is the early withdrawal penalty and this will automatically reduce your refund. If TurboTax states you are getting a refund (Form 1040 line 35a shows a refund) then you will not have to pay anything else.
