When Turbotax transmits my filing does it included my 1099 State Tax return? Last year the State of New Jersey E-Mailed and set letter for copy of my 1099 before final processing.

No. Efiling just transmits the information from the 1099. You don't need to mail, a copy of the paper 1099 when you efile.
I have another question, when can I expect the NJ Tax return forms be available for printing?
I tried again to no avail. Here is what I get " Your New Jersey return (s) is currently unavailable to view, print, or download because some forms haven't been finalized yet"
Did you click on the link I posted ? The chart tells you when forms are expected to be ready.
Yes, I followed your instruction was able to print all other forms except for Forms NJ 1040P1 and P2 the primary two forms.
Reference my previous message, the index of available forms does show NJ Forms 1040 P1 and P2 are available for printing. Your notification says they are not available at this time for printing.
Today my system was just updated which changed of my Federal refund from $8,020 to $9117.00 a difference of plus $1097.00. Will the IRS refund the difference of $1097.00. I have already received from the IRS the refund of $8020.00
No.
If the IRS has already issued you a refund then they are not going to issue you another. Especially if the additional $1000 was generated by a change in your state return that they don't know about. You need to figure out what changed on your federal return and then - if it is a legitimate change - you'll need to submit an amended federal return to get that extra thousand dollars.
