My w2 has the two box 15s with the same state and same Employer State ID, but different numbers in 16 and 17. No amounts in 18, 19, or 20. How do I enter that?

If it is the Oregon Statewide Transit tax, then just the tax part belongs in box 14 of your W-2 and you should not put anything for that particular tax in boxes 15-to-17.  Only the one line for your normal state income and withholding taxes.

There is a selection for it in the box 14 "Tax Category" menu for box 14,  "Oregon Statewide Transit Tax" ....so it is there,

that is unusual...you'r going to have to ask the employer about that one.....maybe they changed payroll systems, but normally you'd only have two (or more) lines if you worked in another state .

OR did you do something else this year....Like work in IA all year but moved to/from a different state..like MN, MO, or NE  (or between two other states while staying at the same work location)

I an email about this last month from my employer.

"Statewide transit tax—July 1, ??2018. On July 1, 2018, employers must start withholding the statewide transit tax —which is one-tenth of 1 percent—from: Wages of Oregon residents (regardless of where the work is performed)."

I'll have to read the email again, but I'm wondering if that's why the two different amounts.  The extra tax is only on part of my income.

Been looking around...sounds like the transit tax withholding (only the withholding tax itself) is supposed to be in box 14 not on 15-to-17.
