My understanding is that my purchase includes filing federal and one state return. Why did I have to pay $24.95 to file my PA state return?

My understanding is that my purchase includes filing federal and one state return. Why did I have to pay $24.95 to file my PA state return? Why does the program ask a bunch of deduction related questions when a deduction is no longer available with the current laws?
