You will have to file a police report if your funds were stolen. The IRS will not issue a replacement refund if the original refund was paid.
It's not clear what you are talking about.
If you had a direct deposit into someone else's account and they didn't give you the money, the IRS will not help. They followed your instructions -- anything after that is on you. Likewise, if she stole a check from your mailbox, you can file a police report, but the IRS won't re-issue the check.
If somehow she filed incorrect returns for you, you need to file amended returns to correct the record. You may not get anything back (again, police or sue her) but you are responsible for your tax records and even if someone else filed false information, you are responsible to correct it.
If she has your personal information and you are afraid she will file other false returns in your name, you can request an IP PIN to prevent this in the future.
