Do you mean you owed back taxes to the IRS? If you owe taxes from some previous year, the IRS knows it and they will offset your 2021 refund for the amount you owe. There is not anywhere on your tax form to indicate that you owe back taxes, but the offset will occur automatically. They will send you a letter a few weeks later.
First, check your e-file status to see if your return was accepted:

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2021 Form 1040) of your federal refund to track your Federal refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

A refund of almost $12,000 is unusual, so the IRS may have pulled it for a manual review. Do you also owe the state back taxes? If so, those might be taken from the 2021 Federal refund as well.
