You misunderstood.
Your state tax due cannot be paid from your federal refund.
It is not possible to pay your state tax due from your federal refund, nor is it possible to pay a federal tax due from a state refund. The federal and state treasuries are completely separate from each other. You may have seen a TurboTax summary of your federal and state amounts that confused you into thinking one was “paying” the other. It is not. The ONLY thing you can pay for from a federal refund is your TurboTax fees if you chose that option.
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

State taxes can never be paid from a federal refund. The summary nets them together (which can be confusing), but you have to pay the state directly yourself. Check your printed instructions. You may have indicated to have your state tax paid from the same bank account as your federal refund deposit. (you could pick any date up to April 15, which is why it might not be paid yet.). However, if you indicated you would pay the state yourself, you must either mail a check or make an electronic payment on their web site.
If I might make two suggestions:
1. when taxpayers receive a federal refund, the first part of your standard answer doesn't apply and could be distracting.
2. I would recommend that taxpayers check their state instructions page before they mail a check or make a payment. It is possible they selected electronic debit and the date hasn't happened yet. If they did pick electronic debit, fail to confirm that, and they also make a payment, they will end up paying twice and having to wait for the state to figure it out and issue a refund for the duplicate payment.
