My state tax file is not received to the Department of Revenue even after 42 days. Is there any way to contact TurboTax for free to get the work done? They asking 30$.

It depends.

It looks like you prepared your return using the Fee Edition.  The only way to speak to a specialist is to upgrade to PLUS.  Please see the link below for assistance with this.

Checking E-File status 

If the return shows the status as being accepted, then your return has been transmitted to the state taxing agency.
