My state income taxes are 258 but it’s says I’m only getting 52 back

You do not get all of your withholdings back, only the amount (if any) in excess of your tax liability.

Or did the state reduce your refund after you filed your return? If so, they will be sending you a letter. They do not advise TT of any adjustments or offsets that they make.
