My refund was sent to an incomplete address and will return to the USA. How do I contact the IRS to change the address and request a resubmission ?

The IRS does not do business via email.  That link says you can request a new check online or call.  If the online site can't handle your situation, and you can't call, you may need to engage an agent in the US who can legally act on your behalf.
