My refund has not yet arrived and intuit is charging me for its services, I have tried to communicate to intuit and isr but I cannot do it from mexico

Assuming you e-filed your return, you can check the status of your federal refund at https://www.irs.gov/refunds. You should also receive a text or email message from Intuit saying that your tax return has been transmitted. That's not the same thing as accepted by the IRS.
Did you choose to pay your TurboTax fees out of your Federal refund? If so, here's information on what is likely happening.
If your Federal refund was delayed by the IRS, then after a certain amount of time, TurboTax will want to be paid for the fees. They start sending you emails with a bill asking you to pay the fees. If you don't pay, they send an email saying they are about to debit your bank account. If you don't respond to that one by paying the bill or by speaking to TurboTax Support to arrange a deferment, then they go ahead and debit your bank account.
