It sounds like you are referring to your "net refund" summary page in TurboTax. Be sure to check both your Federal and State Returns separately to see if you Owe or Recieve a Refund from each. TurboTax shows you a "combined total" of your Federal and State Returns, but they are not actually combined when you file.
For example, if you have a Federal Refund of $2,000 and a State Balance Due of $800, your "net refund" on your summary page would show $1,200.
