Should my refund be $1384.03 instead of the amount turbotax shows of $1172

It sounds like you are referring to your "net refund" summary page in TurboTax.  Be sure to check both your Federal and State Returns separately to see if you Owe or Recieve a Refund from each.  TurboTax shows you a "combined total" of your Federal and State Returns, but they are not actually combined when you file.

For example, if you have a Federal Refund of $2,000 and a State Balance Due of $800, your "net refund" on your summary page would show $1,200.

My federal refund shows $1521 my state shows I owe$349 ,So the net should be $1172 this is not what I received I received $1384.03.    why

Did you have your TurboTax fees withheld from your refund?

Once you login to your return you can click "File" on the left hand side and you should be able to view your Order Summary.
