You will do so when you fill in your Personal Information.

In the Personal Information section, in section 3, you will see a question "Someone else can claim me as a dependent on their tax return.
Select Yes
Another question, "And this person will claim me on their 2016 tax return." will show up
Select Yes
Continue through TurboTax to complete your return
