My NC taxable income is $12,918. This means the amount of NC state tax I owe should be 0.0450 x $12,918 or $581. TurboTax says I only owe $524. Can TT be wrong?

Are you looking at your tax return or somewhere else? If looking at your tax return is your number on line 14 is $12,918 and the number on line 15 is $524? If you are not looking at the actual form, and just looking at your refund, it is possible that you have some sort of tax credit on line 16 of your return. This would explain the difference.
