My form was rejected because the Payers TIN does not match the IRS File. What is on my 1099R is an exact match to what I entered. Do I need to delete the hyphen?

The Payer's TIN must be exactly 9 digits, no more and no less.  TurboTax inserts the required dash when you enter the TIN for the Payer so you do not have to enter the dash.

In most cases, if you delete the Form 1099-R and then re-enter the 1099-R manually this error will be corrected.
