My fees are wrong. I don't need the Premium service but it is charging me an additional $39.99 for it.

I had the same problem and it's easy to fix.  Go back to "review my order" and remove the premium benefits.  Then when you get to payment, pay by credit card.  I was trying to pay with my refund and this is a "premium" service and automatically triggers the extra fee.
