If you have not already filed your return, please follow these instructions to fix your city tax.
Open your return in TurboTax.
Select the State tab, and the select Your
State.
From the Forms drop-down menu, select Go
to Forms.
From the File drop-down menu, select Go
to State/City.
At the bottom of the box you’ll see Delete. Click here.
Or
You can return to where you entered the city taxes and
erase/change the information in that area. To get there you would choose Deductions and
Credits >Estimated tax income> Estimates or other income (they’re both the
same for this purpose)> Local Estimated tax > here you will delete the city and
local taxes you do not want to file.
OR
If you have already filed you will have to amend the return and paper file it. As it is for city, if you need to amend it may be quicker and easier to the local tax office and fill out an amended form.

In your return, click on Federal Taxes tab
Click on Wages & Income tab

I had the same problem and it's easy to fix. Go back to "review my
order" and remove the premium benefits. Then when you get to payment,
pay by credit card. I was trying to pay with my refund and this is a
"premium" service and automatically triggers the extra fee.

Well, when your return crosses into the verification stage and your debt has been discovered and verified you will receive a letter notifying you of the offset.

Who Must File Form 8615 must be filed for any child who meets all of the following conditions.
1.The child had more than $2,100 of unearned income.
2.The child is required to file a tax return.
3.The child either:
a. Was under age 18 at the end of 2016,
b. Was age 18 at the end of 2016 and did not have
earned income that was more than half of the child's
support, or
c. Was a full-time student at least age 19 and under
age 24 at the end of 2016 and did not have earned
income that was more than half of the child's support.
(Earned income is defined later. Support is defined
below.)
4. At least one of the child's parents was alive at the end of 2016.
5.The child does not file a joint return for 2016.
For these rules, the term “child” includes a legally
adopted child and a stepchild. These rules apply whether
or not the child is a dependent. These rules do not apply if
neither of the child’s parents were living at the end of the year.
