It doesn't seem to ask all the questions that are on the form so my return keeps getting rejected.
Did you complete the first several screens for a home and then continue through both sections of the form? The first section is for the Residential Clean Energy Credit and the second section is for the Energy Efficient Home Improvement Credit
I would delete the form 5695, then go back and run the energy credit interview again. There seem to have been some problems with the first release of the form, and there might be a piece of bad info sticking to your return. If using the desktop program, make sure you have installed all pending updates.
Have you submitted multiple times and are getting more rejections? Or are you unable to transmit the return after you think you've fixed it but it won't pass the Turbotax error check?
As an alternative to deleting you could try revisiting the form, but make sure you run every step and answer every question in the guided interview. But deleting the form would probably be better.
I've submitted twice and it got rejected both times. I've revisited several times and I've answered all of it correctly but it seems to be missing some questions because when I look at the PDF version of my return it doesn't have everything filled out.
What exactly are you trying to enter on the form?
I'm not seeing the options to delete this form anywhere. It just lets me revisit.
From the PDF of my return it looks like it's missing most of the info for Qualified Energy Efficiency Improvements, however, it never goes through those questions when I revisit.

To delete the Form 5695 -
Click on Tax Tools on the left side of the online program screen
Click on Tools
Click on Delete a form
Form 5695 includes 3 different credits (technically 2, but really 3).
Part 1 is the Residential Clean Energy Credit, that's solar power, geothermal, fuel cells.
Part 2A is Qualified Energy Efficiency Improvements. That's doors, windows, skylights, insulation, and other air sealing solutions.
Part 2B is Residential Energy Property Expenditures. That's an energy efficient air conditioner, hot water heater, furnace, heat pump, biomass stove, and home energy audit.
If you have those things and they are not on the form, delete the form and run the interview again. If you aren't being asked about those things, you may need to install a program update, or wait for the next update online. But if you don't have those things, there's no reason for the form to be all zeroes, a section can be blank if you didn't make that kind of improvement.
What improvements are you trying to claim?
Im having the same problem. Now Turbotax is telling me to wait until Feb 23rd to refile. Seems they messed up the form and are working on a fix.
Your return cannot be filed at this time due to a processing error that will be corrected on February 23, 2024. On or after February 23, 2024, open your tax file and follow the steps below: 1. Navigate to Deductions & Credits, and select Home Energy Credits. 2. Follow on-screen prompts to answer all questions related to Home Energy Credits. 3. Do not exit this topic without answering all of the Home Energy Credit questions. 4. When you reach the Home Energy Credit Summary, click Continue. 5. Review and correct any errors that are flagged. When all errors have been corrected, retransmit your return for electronic filing.

Yes, form 5695 is currently broken and does not ask the right questions or calculate the credit correctly. This is the first I've heard of a date for a potential fix (Feb 23?). Note that Turbotax dates usually refer to midnight, so if someone says the fix will be released on Feb 23, that usually means midnight Pacific time on the night of the 23rd (or 3am on the morning of the 24th on the East Coast.)
In the mean time, don;t keep trying to submit a rejected return. If you are rejected too many times, you will have to file by mail even if the program gets completely fixed.
I'm having the same problem even though my information is correct. This is the error it's telling me:
