Do I fill in the blanks on the paper, or do I not? Since im filing online, do I need to still send any of these things in the mail to anyone, or is it already fixed within the IRS system itself? im so confused.

You do not need to do anything with the Form W2C since the only thing that was changed was your social security number. You do not need to fill in the blanks or mail anything.
This correction was made by your Employer so that the IRS and Social Security Administration have the correct information under your social security number. Your employer should have filed the corrected forms with the Social Security Administration who in turn relays the information to the IRS.
You should input the information from your original W2 into TurboTax.
