Oka, it worked for me! FTB sent letters to all partnerships in Dec 2021 assigning them Temp ID's. If you didn't get one, call them and they will provide you yours over the phone. Add that number in Secretary of State number in form 565 and file. Mine got accepted after I did that.
Wow @rmkrtichyan thank you so much!! You jogged my memory and now I remember receiving said letter and being puzzled by it. While the TurboTax error description was very misleading, I'm also embarrassed that I could have avoided this whole issue.
For the previous years I was using 12 zeros for the CA SOS number as a general partnership.
The recent CA FTB letter assigned us a temporary number. The letter says:
"IDENTIFICATION NUMBER: TEMP #########"
where #s are actual numbers.
The Form 565 says SOS numbers are supposed to be 7 or 12 digits but I entered just the 9 digit number, filed last night, and the return has been accepted!

You may need to delete the form. You can follow the instructions in this TurboTax FAQ on how to delete a form. If you need further assistance, contact customer support here.
Thanks for your reply. ...I don't see an associated form to delete... I don't have Form 5300, 5307, 5310, or 1066 which are the ones listed on the turbotax schedule Q info page linked below... any other ideas?

Thanks but I've called multiple times, including again today, and the reps keep asking me to hit shift+enter to share screen but this doesn't work on the CD/download software. We can't get past this step...
I've used my same TurboTax Business 2021 installation to file another return for a separate business and got the same rejection and error for my California filing.
Federal filings for both businesses have been accepted.
It seems like there is yet another glitch in the TurboTax California software that may be trying to transmit incorrect / in-applicable Form 565 Schedule Q data..

Was anyone able to come up with a solution? Was the solution to delete a form? If so, which one? Form 565?
@davidsakamoto unfortunately no solutions yet...
I can't find any additional forms to delete. My return is very basic actually. Searching under Forms for schedule Q does not bring anything.
I just tried deleting my state and starting it fresh, refiled, and was rejected again...
@kml_99 I just got a reply from Support who recommended the following:

@rmkrtichyan @kml_99 it didn't work. Here's what I got from support. Unless I'm looking at the wrong place it's on form 565 on line 10. There isn't anything on my form so I'm not sure why it's not working.
"I reviewed your file and it looks like the error is coming from the PPP loan forgivnes I believe thei is around line 18. You can remove it or just enter a 1 into the amount that says zero."
I haven't tried putting a 1 yet. I think it's a bug.
I actually have 14k in line 10 for my PPP but is still getting rejected
Did anyone have any luck solving this? I also am having this problem and did not use a Schedule Q or the associated forms. I do have PPP forgiveness.
Should we just file my mail?
@rmkrtichyan its probably faster. My Federal was accepted and CA automatically extends you. I was going to try tomorrow via support. It’ll probably take longer than just mailing. I’ll post here if I have success.
